JOB TITLE: Operations Research Analyst
PROJECT Overview:
The Marine Corps Center for Lessons Learned (MCCLL) actively collects, analyzes, publishes, and archives observations, insights, lessons, trends, and after action reports of operations and exercises to support improved training, future plans, and warfighting capability development. WBB provides on-sight support at the MCCLL headquarters in Quantico in the following areas: 1) analysis, 2) records/data management, and 3) software/server lifecycle maintenance.
JOB DESCRIPTION AND
Responsibilities:
Survey Administration (10% effort)
Develop surveys (to include electronic and web-based surveys), compile results, and write executive summary of survey results. Critical responsibility.
Data Manager (55% effort)
Catalogue and archive lessons learned records, documents, and other electronic data in both the classified (SECRET) and unclassified/FOUO systems.
Assist in maintaining/updating lesson learned system webpage content and system user guides; as required.
Provide functionality testing for system upgrades.
Maintain monthly newsletter and other distribution lists.
Research/mine data to answer requests for information and literature searches in support of MCCLL analysts.
Web Page Editor (30% effort)
Wage page development - editing HTML source code, Cascade Style Sheets.
Operations Research (5% effort)
Maintain system user accounts and profile information of subscribers ensuring relevant user profile information is current.
Provide comprehensive applied statistical mathematics knowledge related Marine Corps training and MAGTF operations.
Provide quantitative analysis to ensure for Marine Corps lessons learned reports contain necessary mathematical and statistical rigor required to support recommendations.
Develop surveys (to include electronic and web-based surveys), compile results, and write executive summary of survey results.
Provide statistical analysis of trends in the Lesson Management System including demographics on registered subscribers and readership.
Provide analysis support for lessons learned information requests/taskers from higher headquarters and combat development working groups in the form of draft information papers, briefings, talking points, and other products based on outputs for analyses.
Develop performance metrics on the lessons learned processes/systems and perform analysis and identify trends.
Develop metrics and identify trends on lessons learned document content and findings.
REQUIRED SKILLS AND
Qualifications:
Security Clearance: Secret (Final not Interim)
Education: AA in information technology
Experience conducting manual surveys using 'Scantron' forms electronic surveys using VERENT/Vovici electronic survey software
MAGTF experience in GCE, ACE, CE or LCE
Three to five (3-5) years of experience in data management.
Experience in MS Office software programs, Adobe Acrobat Professional, and research proficiency.
Four (4) years USMC service background with experience in computer operations. 1-4 yrs relevant experience
High level of writing and presentation skills

Course work in operations research or applied math
Experience performing operational research tasks in support of USMC
