JOB TITLE: Operations Security (OPSEC) Specialist
PROJECT Overview:
The MCIOC provides operational support to Marine Forces (MARFOR) and to the Marine Corps and Marine Air Ground Task Force (MAGTF) and provides IO subject matter expertise in support of USMC IO advocates and proponents; enabling effective integration of IO into Marine Corps operations. The MCIOC is comprised of full-time active duty Marines, Government Civilian and support personnel functioning as a centralized repository to provide the Commanders with focused IO planning and the ability to integrate full spectrum IO into all MAGTF operations. MCIOC mission and functional responsibilities include:
Perform the duties of Executive Agent for the Marine Corps Information Operations Program.
Form, train, equip and deploy IO and Military Information Support Operations (MISO) support teams.
Maintain a single, fused, and continuously accessible Marine Corps IO reach-back capability that is fully integrated with relevant information and analysis sources such as Joint, DOD, and other Government agencies.
Support the Marine Corps Advocate and Supporting Establishment in the development of IO and MISO personnel, equipment, and fiscal resources.
Sponsor the training, education, and retention of IO planners and MISO personnel in order to manage the USMC IO subject matter expertise.
Support Deputy Commandant for Combat Development and Integration (DC CD&I) in the development of IO doctrine and Deputy Commandant for Plans, Policies and Operations (DC, PP&O) with the development of IO policy.
Maintain functional relationships with all Joint, OSD, USG, and partner nation IO-related organizations.
To be considered for this position, applicants must have an active TS/SCI CLEARANCE with a current SSBI (an interim clearance is not acceptable).
JOB DESCRIPTION AND
Responsibilities:
The specialist shall be cognizant of the Marine Corps OPSEC Program (MCO 3070.2) and have hands-on working knowledge of associated Marine Corps, Joint, DOD and coalition OPSEC doctrine and processes. The specialist shall provide incidental materials, expertise, assessment (Individual, Collective and Unit) and OPSEC planning support to Operating Forces, Component Commands and the Supporting Establishment. The specialist shall participate in the continuous assessment and analysis of OPSEC, research and analysis of new technologies, software applications and devices relevant to the Marine Corps OPSEC Support Element. Typical support activities include:
Define a systems engineering approach to building the Marine Corps' first OPSEC Support Element (OSE) and supporting processes
Apply knowledge of the Service's combat development institutions and processes to develop OPSEC capability across the enterprise that addresses DOTMLPF gaps
Coordinate and synchronize the development of USMC OPSEC capability with the US Navy Information Operations Command (NIOC), and all Joint and DOD levied requirements. (Deliverable 0007) ?Additional (New) LOE: ?Based on additional OPSEC mission growth, contractor support activities and responsibilities may be expanded to include:
Develop, instruct and manage the Marine Corps OPSEC Course for OPSEC Officer Training up to four times a year at the MCIOC
Establish OPSEC trends and analysis for database input.
Support the MCIOC and HQMC in the development of Marine Corps OPSEC SOP and OPSEC Policy.
Support HQMC with the coordination of OPSEC matters affecting intra-service joint, and DOD ?components.
Analyze and mitigate ongoing reported OPSEC compromises.
Develop, maintain and update a Marine Corps OPSEC Family Readiness portal. ?
Conduct OPSEC Surveys and OPSEC Assistance visits for deployed Marine Corps units
Provide OPSEC Assistance support for operational units supporting real-world missions and exercises.
REQUIRED SKILLS AND
Qualifications:
Security Clearance: TS/SCI
Education: BS
3
years OPSEC experience
Active DoD TS/SCI clearance
Be cognizant of the Marine Corps OPSEC Program (MCO 3070.2) and have hands-on working knowledge of associated Departmental, Joint , DOD and coalition OPSEC doctrine and processes
The candidate will require experience in operations security across such areas as:
Potential process and technology vulnerabilities and detailed understanding of the security mechanisms that can potentially be deployed to reduce risk to an acceptable level
Cyber security
IS assessment
Privacy
IS architecture
IS risk assessment and management methods and techniques
IS governance schemes (ISO 27001)
IS operations
IT Disaster Recovery
Business Continuity Management.

DESIRED SKILLS AND
Qualifications:
Formal training in MAGTF Planning or Intelligence
Previous experience supporting government and/or Department of Defense customers.
Excellent written and verbal skills
Ability to multi-task
Experience with USMC Information Systems
