This is a Department of the Navy Pathways Recent Graduates Program Opportunity and is located at Marine Corps Operational Test and Evaluation Activity (MCOTEA), Quantico, Virginia. MCOTEA independently plans, executes, and evaluates testing of materiel solutions against approved warfighter capabilities/requirements under prescribed realistic conditions and doctrine to determine operational effectiveness and suitability.
This is a two year career development program. At the successful conclusion of this program, you may be eligible for non-competitive conversion to a Federal career or career-conditional position.
This position has promotion potential to the GS-11 grade level. If selected below the full performance level, incumbent may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.
Suitable for Federal employment as determined by background investigation. You must obtain and maintain a security clearance. Must sign a Recent Graduates Program Participant Agreement. In this position you will serve as a mathematical statistician within MCOTEA working directly with operations research analysts, test managers, and program analyst engaged in planning, executing, and reporting test results for Marine Corps acquisition programs.
Conduct test events for analyzing test results.
Review documents to insure adequacy of data requirements.
Participate in the planning, coordination, and execution of formal and informal training sessions.
Determine the need for and perform the design of statistical and mathematical approaches for the purpose of arriving at reliable and adequate conclusions concerning specific test problems.

Applicants must meet the following qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Basic Requirements: Applicants must possess a bachelor's or higher degree that includes 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics OR a combination of education and experience at least 24 hours of mathematics and statistics, including a least 12 semester hours in mathematics and 6 semester hours in statistics.
In addition, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sectorOR possess 1 year of graduate level education or superior academic achievement. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: performing analysis of data, using statistical and mathematical computations.

Experience:Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. Applicants should meet the DAWIA Certification requirements for the Facilities Engineering Career Field and be certified at Level II at the time of application. ELIGIBILITY:

TRAINING AND DEVELOPMENT:
In this position, the following items will provide a developmental experience designed to lead to a civil service career.
Orientation program
Mentorship throughout the Program.
Individual Development Plan to assist with career planning, professional development, and training activities.
At least 40 hours of formal, interactive training each year of the Program.
Positions may offer opportunity for career advancement.
AFTER PROGRAM COMPLETION:
Recent Graduates may be converted to a permanent position (or, in some limited circumstances a term appointment lasting 1-4 years).
To be eligible for conversion, Recent Graduates must have:
United States Citizenship.
Successfully completed at least 1-year of continuous service in addition to all requirements of the Program.
Demonstrated successful job performance.
Met the qualifications for the position to which the Recent Graduate will be converted.
QUALIFYING EDUCATION:
Any of the following educational institutions or curricula that have been accredited by an accrediting body recognized by the secretary of the U.S. Department of Education:
(i) A technical or vocational school;
(ii) A 2-year or 4-year college or university; or
(iii) A graduate or professional school (e.g., law school, medical school)
Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
